Configuration cache BS

Creates a PHP cache file with all the configuration variables defined to save a little time by loading them all from the database on every page load. If the cache file does not exist or does not return the correct success message, the configuration definitions are loaded from the database as usual. The cache file is automatically updated every time the administrator updates a configuration or module setting.
